Kuala Lumpur – Dong Zong president Dr Yap Sin Tian said he did not see any clue from Education director-general Datuk Dr Khair’s letter issued on September 18 stating that Sekolah Menengah Chong Hwa Kuantan was allowed to conduct the UEC (Unified Examination Certificate) exam.

Did not say Chong Hwa Kuantan can conduct UEC exam

He said the letter merely stated that Chong Hwa Kuantan was a private high school and must follow the national school curriculum, it did not say that the school concerned can conduct exams other than the government exams.

Yap Sin Tian believed that Minister in the Prime Minister’s Department Datuk Dr Wee Ka Siong was more proficient in law, therefore he hoped that Wee Ka Siong could be more specific as which sentence had said that Chong Hwa Kuantan was allowed to conduct UEC exam.

On yesterday Wee Ka Siong had shown a letter issued by Pahang education director Rosdi to Pahang Dong Lian Hui (Pahang Federation of Chinese Schools Management Board) on September 18 to retract the earlier letter which said that Chong Hwa Kuantan could not conduct the UEC exam, and offered his apology for the inconvenience caused.

Letter does not apologise

Yap Sin Tian told Nanyang Siang Pau that he was very happy when read about newspaper reports mentioning that students of Chong Hwa Kuantan was allowed to sit for UEC exam, but after reading through the letter, he did not see any sentence mentioning about Chong Hwa Kuantan could conduct the UEC exam.

“Paragraph 4 of the letter said that the Ministry of Education was informed that Chong Hwa Kuantan had also taught on other subjects apart from subjects under the national school curriculum, it did not say that the school can conduct other exams besides the government exams and also did not mention that the school is allowed to conduct UEC exam.

“Moreover, paragraph 5 of the letter has clearly stated that Chong Hwa Kuantan must strictly adhere to the rules and regulations stated in the approval letter.”

Yap Sin Tian said, he was utterly disappointed that the official letter did not solve the problem of conducting UEC exam faced by Chong Hwa Kuantan.

He said he did not understand why the Ministry of Education could not comply to the aspiration of the people to state clearly that Chong Hwa Kuantan is allowed to conduct UEC exam.

Yap Sin Tian said Pahang education department on its letter issued to Pahang Dong Lian Hui to retract the earlier letter issued on September 10, did apologise to Pahang Dong Lian Hui but not to Chong Hwa Kuantan.
