(Selangor, Petaling Jaya 6/10) Kajian Politik untuk Perubahan (KPRU) is of the opinion that Malaysia government should focus on development aspects for the National Budget, instead of placing massive resources on administrative operation and supplement budget, which has caused consecutive years of deficit.
The Research Institute issued statement highlighted the increased administrative expenditures after Prime Minister Datuk Seri Najib took over the Finance Minister post. On his first tabled Budget in 2010, the ratio of administrative operational expenditure and the development expenditure was 80:20, and subsequently the administrative expenditure has increased to 84% in the 2013 and 2014 Budget.
The statement also pointed out that this year to-be announced ‘GST Budget’ is expected to “contra” the past financial deficits.
The statement pointed out that the International Financial reports indicated that our national debts has exceeded 55%; with Najib continued tabling Supplement Budget for the yearly Financial Budget, it is hardly seen to have the political will to change the nation financial predicament, and continue to draw a dark cloud over the nation’s future.
The institute further pointed out that our past yearly national financial budget were conducted rather harshly and lacking effective monitoring, thus urging Parliament to carry out series of reform, and the people’s representatives should also play an active roles in the Parliament, so as not to be again ‘the rubber stamp’ for the 2015 Budget.
On another note, the statement also opined that the Parliament should set up more committees in monitoring data of respective departments.
“We need to improve the current mechanism, place every Cabinet member and civil servant to be responsible to the Parliament, demonstrating their executive capability and through the legislative mechanism in allowing for public participation in voicing public opinion.”
