KLSCAH denounces National Security Bill for violation of Constitution

Kuala Lumpur, Dec 6 – President of Kuala Lumpur and Selangor Chinese Assembly Hall (KLSCAH) Datuk Ong Seng Khek said it was inappropriate for the Dewan Rakyat to have passed the National Security Council Bill (NSC) 2015 amid strong protest by the oppositions; moreover, the bill was also an infringement of the Constitution as well as given too much power to the security forces.

He pointed out that the NSC confers power to the Prime Minister to declare areas considered to be seriously disturbed or threatened as a security area and the security forces will have the right to search or arrest without warrant any individual and even killing any individual.

“KLSCAH opines that the bill is in violation of Constitution, and weakened the jurisdiction of Yang Di-Pertuan Agong to declare state of emergency.

“Apart from this, the bill confers too much power to the Prime Minister and security forces, if abused it will be harmful to the normal operation of the democratic system.”

He also felt that recently there were several controversies concerning education issues including the recognition of the Unified Examination Certificate (UEC), misplacement of map on Year Six history textbook, the inaccurate content of Year Six Chinese primary school (SJKC) history textbook, and also the delivery of national primary schools’ Malay language textbook to SJKC as well as Tamil Primary schools, the Education Ministry should be more open minded and adopt a more professional approach as well as a positive attitude to solve all these problems and leading our education towards a more open, fair, reasonable and higher quality direction.

Worries that our education will drop behind

“Old thinking cannot form new order, if officials in Education Ministry still have the discriminatory attitude and narrow thinking, the competitiveness of our education may drop behind other countries.”

Ong Seng Khek said this in his speech delivered at the 92nd anniversary dinner of KLSCAH last night. Also present were president of the Federation of Chinese Associations Malaysia (Hua Zong) Tan Sri Pheng Yin Huah, senior executive councilor member of Selangor Datuk Iskandar, MCT Consortium chairman and co-founder Tan Sri Barry Goh Ming Choon, KLSCAH advisers Dato’ Bong Hon Liong, Tan Yew Sing, deputy president Tan Hon Aik and the chairperson of KLSCAH Women’s Section Ng Geok Chee etc.

He said one of the KLSCAH’s major projects in 2015 was the renovation of the association’s building which cost more than RM6 million, the renovation project has yet to complete.

“Some of the projects which have yet to finish include the installation of lift and the repair on the roof leakage.”

He also announced that the dinner had managed to raise RM300,000, just enough to cover the operational expenditure.”

“KLSCAH needs about RM1 million annually to run the association, but the revenue only range between RM600,000 to RM700,000 in one year, thus the funds raised tonight is just enough to cover the deficit.”
