Chong Sin Woon: RM10.91 million transferred to SJKC, the balance to be released before CNY

Alor Setar, Dec 10 – Deputy Education Minister Chong Sin Woon said of the total amount of RM50 million allocations for the Chinese primary schools (SJKC) in 2015, RM10.91 million had been transferred into the account of the board of directors, while the balance of RM39.09 million would be released before Chinese New Year next year.

He reminded the schools which had received the allocations to report to Education Ministry the maintenance projects of the school with pictures taken, as the Education Ministry would have to submit final report to Auditor General.

He said if the school concerned failed to submit report on maintenance project, the ministry would not be able to explain to Auditor General and this would affect the school’s allocation for next year.

He said some schools might put the allocations in the bank account first due to insufficient fund and wait for further allocations before carrying out maintenance work; this is not allowed by the ministry and might affect the future allocation of the school.

He suggested that if the school could not carry out the project due to shortfall in fund, the board of director could seek the help of the Education Ministry or the local Member of the Parliament or state assemblyman.

Shortfall of fund can turn to MP for help

Two SJKC in Perlis which had received allocations for 2015 were reluctant to use the allocations as the Education Ministry did not stipulate the purpose of the funds, on this, Chong Sin Woon said he would instruct Perlis SJKC inspector to investigate.

He told reporters this at a press conference after handing over the 2014 allocations to SJKC in Kedah. He said 20 SJKC in the state had received a total of RM1, 335, 000 while another 45 SJKC receiving a total of RM2.45 million today.

He pointed out that four SJKC had yet to receive the allocations because the account number of the board of directors were not tally with that appeared on the Education Ministry’s letter. Once the problem solved, the ministry would immediately release the funds.

The four SJKC are SJKC Aik Min, Sungai Limau Luar, SJKC Yuk Min, Sungai Limau Dalam, SJKC Pei Hwa, Batu 17, Jalan Gurun and SJKC Hoon Bong. He said 35 SJKC in Kedah had already received allocations for 2015 with a total amount of RM295,000, while the balance of 39 SJKC have yet to receive the allocations.

On the conditions set by Higher Education Ministry that Chinese independent high school students must sit for SPM Bahasa Malaysia and history papers before it recognizes the Unified Examination Certificate (UEC), he said MCA deputy president Datuk Wee Ka Siong had convened a meeting with representatives from United Chinese School Committees’ Association (Dong Zong), the United Chinese Schools Teachers’ Association (Jiao Zong) and Malaysian National Headmasters Union. The meeting had decided to form a special committee to collect the details of the difference between UEC and SPM history subject and would compile a report to be submitted to the Higher Education Ministry.
