Chen Shi Kui: 2,500 job openings for Taiwanese graduates to further retain overseas Chinese

(Taiwan, Taipei 11 June) Taiwan Overseas Community Affairs Council head Chen Shi Kui says to further retain foreign graduates to work in Taiwan, 2,500 job openings are up for grab this year.

The executive branch of Taiwan, Yuan, listened to a report by Overseas Community Affairs Council to expand recruitment and retain talent.

Chen said to further attract overseas Chinese graduates to work in Taiwan, apart from the criteria of securing a job with monthly salary of Taiwanese Dollar 47,917 (RM5,796), 2,500 of openings would be offered this year according to allocated quota based on the graduate’s qualification, work experience, language skill and human resource policy. Foreign graduates are allowed to work in Taiwan once approved by the government.

Approval rate reaches 80% last year

Since starting the new quota scheme last July, up till end of May, a total of 852 people applied where 693 of them are approved to work in Taiwan. Approve rate is 80%. Malaysia tops the list but yet to achieve the quota of 2,000.

He said the National Development Council has predicted the quota reserved for this year is 2,500 and rate of overseas Chinese graduates remaining in Taiwan is about 45%. As only 13.6% of university graduates in 2011 and 2012 remained in Taiwan, the council estimated the rate will increase to 45%. Is this too optimistic? National Development Council vice chairman Gao Xian Gui stresses that this is the ceiling of estimate but not the actual rate.

Chen said overseas Chinese students from Hong Kong and Macau are increasing at the rate of 12% each year. Next year the figure is about 12,500 people. But the Premier of the Executive Yuan Mao Chi-kuo is of the view that the estimate is too conservative and hopes the Overseas Community Affairs Council could expand the target of challenge to cover vocational graduates. Currently highlight is placed on vocational positions to fill in the gap of lack of technical manpower in Taiwan. For instance, grooming supervisor in production line, captain and other leaders as when the overseas Chinese return home, they can be the leader in local areas too, creating a win-win situation.

To increase the number of overseas Chinese to study in Taiwan, vocational programmes are opened up for Myanmar students this year.

The Overseas Community Affairs Council is working on pushing for Myanmar, Vietnam, Philippines to recognise the academic qualification of Taiwan to attract more Chinese in those areas to study in Taiwan. Currently only Malaysia recognises degrees offered in Taiwan.
